The Battle Commission, founded in Coronet City, by the bureaucrats who thought that giving the wilder pilots a way to vent their violent tendencies through 'sport'. Whilst it hasn't exactly solved the problem, fatalities caused by Mechs have decreased.
To register, all a pilot needs to do is bring themselves, and their mech to Coronet City. Once there, the officials take a picture of the pilot, their mech, and record the serial number of said mech. The pilot then receives, after a day or two, a licence that permits them to battle other registered pilots.
Of course, this system is up for abuse: Many registered pilots have fake licences, since its cheaper and easier than going all the way to Coronet, even if you do own a mech. Even more pilots have fake serial numbers on their mechs - This allows them to have a cheaper registration fee, since they can trick the system into thinking that their mech is less powerful, or dangerous than it truly is.
Unfortunately for the fake licence and serial holders, Coronet is rapidly working on ways to counter such fraud...
