When you have decided what kind of mech you want, you need to determine its stats.
Begin with the middle value.
For every 5 points in Speed or Agility that you are under the maximum, you may add 10 points to any piece of armour. However, the armour values must not exceed their maximum.
For every 10 points below the maximum in Armour that you are, you may add 5 points to both Speed and Ability, however, you must not exceed the maximum.
You may change as much of the stats in this way as you like, but you cannot go below the minimum for each stat, or above the maximum.
If one set of stats (speed and agility, for example) is maxed out, then you cannot max out the other stat (which would be armour, if speed and agility was maxed out.)
In addition to this, you must designate areas for your External slots to be located. You may have them wherever you want, but you can only have a maximum of two per body part on medium and light Mechs, and three per body part on Heavy Mechs.
Vacant slots that have: 'must not be filled' next to them may be filled once you start buying your own equipment.
Once you have equipped armour to your mech, the values can go over their maximum. The base values (The values worked out from the numbers listed here) need to be recorded, however, in a way that is clear, such as brackets, or the like.
Your character may have a maximum of two Mechs at any one time.

To purchase a second Mech, you must have been active (with no large unexplained breaks in activity for at least two months. A second Mech costs 300MC
